When it is this cold bumping them on the nose with a nymph and/or egg pattern usually is the best way to get them. Still cold, but plenty of open water and steelhead around.
Still open and once the cold weather relaxes it's grip should go back to fishing well. Just make sure to check the regs daily before you go in case they close it down. Still a few hatchery fish around so hopefully we get to keep fishing for a couple weeks, but better be safe than sorry and check before you go.
